The official media has now begun to praise the leadership’s "determination and maturity, its ability to master complex situations and its ability and boldness in dealing with severe challenges." The judicial interpretation however, raises serious questions about the possibility of misinterpreting or abusing the new rules and in particular its consequences for less informed rural communities. – YaleGlobal
