India’s NSA Announces Cybersecurity Cooperation With Private Sector

India is considering closer collaboration with the private sector and other nations on cybersecurity, reports The Hindu, which covers the report “Recommendations of Joint Working Group on Engagement With Private Sector on Cyber Security.” Indian officials suggest that the internet could be described as a global commons and that requires global cooperation. One official noted that India has “initiated dialogue with the U.S., the U.K., Japan, Russia and the EU to develop norms to reduce critical risks.” The report recommends setting up a permanent joint working group with representatives from government and the private sector; a permanent advisory committee to promote India’s national interests in international forums, and information sharing and analysis centers in industrial sectors to cooperate with computer emergency response teams, the Hindu reports. Other recommendations include: “The composition of these working groups will be finalised in consultation with industry associations,” “Establish India as a global hub of development of cyber security products, services and manpower” and development of more cybersecurity professionals. – YaleGlobal

The Hindu also reports in “NSA Scoffs at Indian Prism, Favors Cooperaton on Cybersecurity” by Sandeep Joshi that National Security Advisor Shivshankar Menon has acknowledged that “better indigenous” cybersecurity capabilities may not be enough and is considering a need for “standard operating procedures” for international cooperation with major powers. Menon noted, ““The basic infrastructure for telephony and Internet data (including the root servers and Internet service providers or ISPs) is overwhelmingly U.S.-owned and based.”
