US Report, in Shift, Turns Focus to Greenhouse Gases

After rejecting the Kyoto Protocol on climate change in 2001 and questioning the scientific validity of reports issued by a UN climate panel, the Bush administration issued a report indicating that emissions of heat-trapping gases were the only likely explanation for global warming. The White House report to Congress is said to reflect "the best possible scientific information" on climate change, according to an administration official. Although this report was not conclusive, industry groups opposing carbon emission restrictions are already calling it "flawed science." Environmental groups were not pleased by the report either, accusing the Bush administration of failing to take adequate action on the findings. Other industrialized countries, especially those in Europe, have been pushing consistently for more stringent emission standards. – YaleGlobal
